General Rules
The following rules and regulations become a part of the contract of each exhibitor, licensee, concessionaire and every other person having contractual relations with the Lane County Fair. Special rules take precedence over general rules if there is a conflict.
The Lane County Fair Board reserves the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions and differences in regard thereto, or otherwise arising out of, or connected with, or incident to the Fair.
PAYMENT OF PREMIUMS IS CONTINGENT UPON THE AVAILABILITY OF FUNDS FOR DISTRIBUTION AT THE 2010 LANE COUNTY FAIR.
The Lane County Fair will open its gates to the public Wednesday, August 18, 2010 at 11:00 a.m. and will close its gates to the public on Sunday, August 22, 2010 at 8:00 p.m.
ENTRIES AND EXHIBITS
1. Entries in all Departments are limited to residents living or owning land in Lane County, Oregon. The management reserves the right to reject any exhibit offered, to limit entries according to space available and to eliminate classes if insufficient entries are received.
2. Entry dates will be found in the rules for each department. The management reserves the right to accept entries after the closing dates if sufficient reasons are given for the delay. Livestock exhibitors are required to give the name, registration number and birth date of all animals entered. All small stock is required to furnish a personal I.D. number (ear tattoo, ear tag or leg band as applicable).
3. Entries cannot or may not be entered in "any other" classification if there is a section and class for that specific item.
4. An inspection of livestock may be made upon arrival. Any animals having a history of being exposed to any contagious or infectious disease less than 30 days prior to entry may be refused. No animals admitted with ring worm, fungus, or warts. No animals under any state or federal surveillance program may be exhibited without prior permission from the Oregon State Veterinarian's Office.
5. Ownership: Every animal must be entered for competition in the name of the owner, with the exception of Showmanship Classes. Anyone trying to deceive the judge in regard to ownership, or who shall purchase articles or borrow them to exhibit in his or her name, shall forfeit all claims as an exhibitor. Transfers of registration papers for animals must be completed 30 days prior to entry deadlines.
6. Without exception, no animal shall be released until the time and date specified (prior arrangements with Superintendent excluded). All animals are to be picked up at the building or area where displayed, and the owner must present the claim check to the Building Department Clerk. Any exhibitor who removes his/her animal before the release date and time will not be allowed to exhibit in the next year's Lane County Fair.
7. Exhibitors of animals, machinery in motion and other exhibits that might cause accidents, injury or damage to persons coming in contact with them, shall guard their exhibits and protect the public. Every exhibitor shall absolve the Lane County Fair Board from and against all claims and demands, costs, charges and expenses which it may incur, suffer, or be put to, by reason of any accident or of any person being injured or suffering damages.
JUDGING
8. The American Judging System shall be used. This system ranks exhibits against one another and awards one first placing, one second placing, etc. Premium monies and ribbons will be awarded. Each animal shall be exhibited to the entire satisfaction of the judges. No person will be permitted in the ring while the stock is being judged, except the judge and the necessary attendants. The IAFE National Code of Show Ring Ethics shall apply. An animal without merit shall not be awarded a premium and premiums shall not be awarded merely because there is no competition. The decision of the judges (as referenced in the signed judging book) shall be final and no appeal will be considered except in case of protest to the management. Judges will not be allowed to adjudicate in a class in which they are exhibitors. Any person interfering with the judges during their adjudication will forfeit the right to premiums. All officers are required and exhibitors are requested to report any violation of this rule to the Fair Staff. The judge(s) shall award placing according to merit; and without merit, the judge(s) shall make no award under any circumstances.
9. Protests: All protests regarding the judging must be made in writing and be accompanied by a deposit of $50.00 in cash, which will be forfeited if protest is not sustained. Such protest must state plainly the cause of complaint or appeal and must be filed with the management within 24 hours after cause of protest. No complaint or appeal based upon the statement that the judge or judges are incompetent or have overlooked an animal or article in any class, will be considered. When a protest is to be made against the competition of any animal or article in any class, notice of same shall be filed with the Department Superintendent before the class is passed upon, so the judge may be instructed to place a reserve award in order that premiums may be properly distributed in the event of the protest being sustained.
AWARDS AND PREMIUMS
10. Awards will be marked 1st, 2nd, 3rd, etc. or Champion and will be made according to the merits of the exhibit. The judge may disqualify or award 2nd, 3rd, 4th and 5th premiums at his/her discretion. Special awards will be made only after the judges have agreed with the Superintendent that such awards should be made. Ribbons and Rosettes will be awarded where indicated in department listing. Exhibitors will not be awarded more than one cash premium in one class or one premium in group classes (except for Livestock entries, it does not apply to them). An error in the record of premiums awarded caused by oversight or neglect on the part of the Superintendent or judges shall be subject to correction by the Fair Staff.
NO PREMIUM MONEY WILL BE PAID ON ANY ANIMAL OR ARTICLE NOT LISTED IN THE PREMIUM LIST.
11. Donor Awards: The Fair Board is not responsible for awards from private donors, although all reasonable care will be taken to insure that winners receive such awards. Prize Winners shall be determined by reference to the Judge's book only and premium ribbons and cards shall have no value as to payment of premiums.
12. Ribbons will be available at the time of release of the exhibit.
13. Premiums will be paid out in cash during the week of Fair (Saturday, August 21, 2010, in the Ice Arena). Any premiums not claimed during Fair will be mailed out in the form of a check no later than September 30 (or when W-9 is received if the amount of the premium check is over $600 - see NOTE below).
PLEASE NOTE: Social Security Numbers are no long required on entry forms. If it is likely that you will received $600 or more in total premiums, a W-9 form will be available for you to complete at the time you pick up your premiums during Fair. If you do not pick up your premiums during Fair, the form will be mailed to you and your premium check will be held until the completed form is returned. Please make sure the name and social security number listed on the W-9 form is the same as the person receiving the premiums..
SUPERINTENDENTS
14. Each Superintendent, under the direction of the management, shall have full charge and authority of the department to which he/she may be assigned, and exhibitors must follow his/her order relating to placing of exhibits, showing, etc. The Superintendent will direct the calling of classes for showing, in accordance with the printed schedule. The Superintendent has the right to request certificates of registration and transfer and examine the same before the competition and to notify the judges that the exhibitors have complied with these requirements. The Superintendent should not, in any circumstances, permit any exhibitor access to display cases or space where exhibits are shown. It is the duty of the Superintendent to make such correction as he or she may deem necessary if it is ascertained that an exhibitor or an animal is entered in a section or class in which it does not properly belong. The Superintendent shall see that awards are correctly entered on the judging sheets, checking all numbers and having each book signed by the judge, and clerk, and attaching his or her signature of approval and returning the book to the Fair Office.
CLERKS
15. Clerks are requested to make a note of all cases where registration or entry blanks are not satisfactory to the Superintendent and to so indicate by checks on the judge's report sheets. Clerks shall not permit any person to examine their records while judging is in progress, except the Superintendent in charge or the Fair management. The clerks will announce the placing of the awards after each class has been judged and the judge, when required, will give his or her reasons for placing in each class. No person will be allowed to see the entry books after the awards have been made and entered therein. The judging sheets are the final deciding factor in premium payouts.
LIVESTOCK EXHIBITOR RESPONSIBILITIES FOR BARN CLEANING
16. Prior to opening each day:
- Top dress bedding or remove soiled bedding and replace with fresh bedding material.
- Remove animal waste from walkways.
During event hours:
- Handle bedding as little as possible or gently, if needed, to keep dust down.
- Lightly spray animal bedding with water to keep dust down.
- Keep animals clean and presentable to public.
- Monitor use of the faucets. Not for public use.
- No food or drinks permitted in animal areas.
- Use fans with discretion.
17. The Lane County Fair will have SECURITY OFFICERS on the grounds and will use every reasonable precaution in its power for the preservation and protection of persons, articles on exhibition, livestock and property, but will not be responsible for loss or damage by theft or fire, or assume any liability for accidents to persons or property.
18. All drapes, hangings, curtains, drops and all other decorative material that would tend to increase the fire and panic hazard shall be made from non-flammable material, or shall be treated and maintained in a flame-retardant condition by means of a flame retardant solution or process approved by the State Fire Marshal. Exit doors, exit lights, fire alarm sending stations, wet standpipe hose cabinets, and fire extinguishers shall not be concealed or obstructed by any decorative material.
19. No person shall intentionally or repeatedly obstruct or cause to be obstructed the passageways around or between booths, exhibits, concession stands, or carnival rides, or impede access to and from the Fairgrounds or any building. Any person who violates this rule will be directed to discontinue the activity. If there are multiple violations of this rule, the person responsible will be required to leave the Fairgrounds.
20. The Fair Board will use every precaution to guard against extortion in any form practiced upon the patrons of the Fair. A violation of this rule by any exhibitor will result in the forfeiture of contract, money paid, or expulsion from the grounds, as the management may direct.
21. ALL DELIVERIES of supplies must be made before 10:00 a.m. each morning, after which the area inside the fences will be closed to ALL CARS AND TRUCKS until 11:00 P.M. NO CARS ON GROUNDS AFTER HOURS.
22. GARBAGE receptacles will be placed at convenient places and exhibitors are asked to make use of them. Each food concessionaire shall furnish covered garbage containers of ample size. The garbage will be picked up daily before 11:00 a.m. by the regular garbage collector.
23. All matters of FIRE PROTECTION are under the direct supervision of the State Fire Marshal and City Fire Chief. Fire Clause: The Lane County Fair will use precaution to guard against fire, but will not be responsible for any losses occasioned by fire or water damage.
24. NO REPTILES allowed on the Fairgrounds, unless part of an exhibit.
25. For all rules pertaining to Commercial and Food Concession vendors, please contact Lane County Fair Main Office.
26. NO DOGS allowed on grounds, unless part of an exhibit, or a service animal, which must be cleared by Exhibits Office.
PASSES
27. Fair Passes will be issued to persons showing the following livestock. No other passes will be issued.
One (1) Pass per day
- 1 to 2 Beef Cattle, Dairy Cattle, or Horses Exhibited
- 1 to 5 Sheep, Angoras, Dairy or Pygmy Goats Exhibited
Two (2) Passes per day
- 3 to 5 Beef Cattle, Dairy Cattle, or Horses Exhibited
- 6 to 10 Sheep, Angoras, Dairy or Pygmy Goats Exhibited
Three (3) Passes per day
- 6 to 10 Beef Cattle, Dairy Cattle, or Horses Exhibited
- 11 to 15 Sheep, Angoras, Dairy or Pygmy Goats Exhibited
Four (4) Passes per day
- 11 to 15 Beef Cattle, Dairy Cattle, or Horses Exhibited
- 16 to 20 Sheep, Angoras, Dairy or Pygmy Goats Exhibited
